This is a Taiwanese-made action figure based on the San Guo Zhi / Three Kingdoms games. One can see that the box art has borrowed assets from both the Namcot and Koei Three Kingdoms games on the Famicom.
 
This is an unofficial / bootleg product, not licensed by Koei or Namcot. It is rare, and was manufactured and sold in the 1990s. Although the figure is new in box, there is shelfware on the box, and the figure has imperfections.
