This is a Famiclone game, Section Z. Section Z was never officially released as a Famicom cartidge. This cartridge contains the North American  / English version of the game. This cartridge contains chips. 
 
It is important to note that we cannot get this cartridge to work. It is broken and is being sold for collectable / decoration purposes only, though could possibly be repaired.
